What's not allowed are threats and actions against another employee – regardless of the perceived health impacts that employee might have on others. Any form of abusive conduct (whether veiled or actual threats of violence) will not be tolerated.

When it comes to threats against co-workers - whether it's veiled or somebody coming right out and saying "I'm going to take care of this guy," - you don't want to fool around. Deciding whether or not the person will follow through isn't your call. Go to your manager or human resources. Report it. Immediately. No exceptions.
